I work for the European Environment Agency and come across many of these simular SDI problems as you described in your blog. We are building our own SDI and have several projects (ESDI's, NSDI's). Some are successfull as there is a good reason for the providers to deliver something because we pass on a European map back to them they can re-use on there own website. (http://www.eea.europa.eu/maps/ozone) Other are more complicated and facing issues as you describe:-). The issue of a good client that can handle failing services is something we have thought about hard and we decided to build a mapping client inside Adobe Flash (http://www.bliki.com/flashims). Strong clients are very important to make users use our SDI's and most of the time that is what internet mapping is missing the most. It's alomst like GUI has been forgotten today...

Your last sentance Paul certainly hit me. From my perspective, there has been a lot more "thinking" than "doing" in this area.

The SDI demonstrators around the globe seem to have helped the "GIS guy" understand the importance, but certainly with our SDI implementation; nothing has been more beneficial than showing how a *real* SDI will help at the business level.

A rough quote i overheard on this issue ...

"Technology is great. Standards are great.
